Europe breathed a deep collective sigh of relief on Monday, as the crisis triggered by the introduction of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been contained. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of aerial bombardment on Kyiv.
The Cycle of Peace Talks and Military Action
The succession of opposing developments captured the harsh reality of the recent timeframe. By day, diplomatic battles are conducted: optimistic declarations are released from different nations. Significant resources is devoted on containing particular approaches. By night, Moscow forcefully demonstrates the world that, for them, war remains the main instrument for achieving "peace".
After-Dark Attacks
As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is equipped to monitor missile launches from enemy soil, a capability provided through up-to-date information. From vantage locations, defense planes that had been dispatched to counter approaching cruise missiles streaked across the sky – modern combat jets delivered to Ukraine by European allies.
Soon thereafter, Kyiv's missile defense activated: several firings targeted at a Russian ballistic missile. This was a sophisticated defense system at work, presumably delivered by partner states. Every deployment jolts you unexpectedly, shaking the windows. The instant of fear quickly transforms into grim resignation: possibly the approaching threat won't hit its mark this time, sparing the city from ruin and additional electricity failures.
Ongoing Risks
Soon after, a heavy machine gun opened up on a unmanned aircraft somewhere nearby, part of a rapid response unit – probably allied-provided weaponry. Sadly, the bullets missed the hostile drone – it pressed on overhead toward its destination.
With pauses, this continued until dawn. Kyiv awoke to the early updates: multiple fatalities, devastation and heating outages in numerous residences as a result of the evening attack. As customarily, everyone still maintained normal activities – living the war. But those full day demonstrated Ukraine's critical military reliance on external assistance – a reliance that neighboring countries are clearly incapable to replace in the near term.
Unsuccessful Negotiations
The comprehensive proposal from American leadership generated strong feelings, controversy and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.
Every new initiative from American administration unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually secure success. This cycle will, certainly, continue.
Strategic Calculations
It is easy to blame particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the whole story. American leadership works based on a assumption understood by seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The American government assumes that it is unrealistic to pressure the Kremlin to surrender the territory that it already controls in Ukraine's south or east.
The problem is that while recognising this factual reality, Washington does minimal to prevent Kremlin actions, through diplomacy or military means, from thinking that the current condition will not change more in its favour in the near future.
Opposing Positions
Therefore, Moscow is confident that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their motivation to sign a deal that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to end hostilities, but they will persist as long as Russia's leadership remains supremely confident in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding lives and land but preventing a total frontline collapse until conditions improve in its advantage.
Existing Situation
Objectively, there are no actual prerequisites for a truce. Now, individual motivations are coming into play: political desires to broker a ceasefire and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unsuitable, so that their attention does not move to homefront challenges. And although their task will now be significantly challenging after current events, it remains highly unlikely that this will change their overall approach.
These opposing factors are guiding negotiations.
Summary and Prospects
It took a just a single week to kill the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, current information leaks, all did their job.
While new initiatives based on established approaches are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and reflect particular unwillingness to change the course of events, if they stand together and improve their protective measures at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, largely rely on continued Western support.
